The City's official ADU outreach site (newportbeachadu.org, run with the Newport Beach Planning/Building Divisions) posts an ADU Standard Plans page with five city pre-reviewed plans: Plan 1 Small Studio (448 SF), Plan 2 One Bedroom (672 SF), Plan 3 Large Studio (504 SF), Plan 4 One-Car Garage Conversion, and Plan 5 Two-Car Garage Conversion, each with downloadable plan graphics and city contact numbers (Building Engineer 949-644-3265).

Plans are city-developed 'Standard Plans... already approved for code compliance by the Planning and Building Divisions' (counts under sec 65852.27(a)(5) as agency-developed preapproved plans). No mention found of accepting third-party plan submissions. Adversarially re-verified 2026-07-30: adu-plans-2 page independently re-fetched, all five plans rendered with downloadable PDFs and three architectural styles each; the previously-unconfirmed city-domain link is now verified - newportbeachca.gov/adu 302-redirects to the city's own /trending/projects-issues/accessory-dwelling-unit-ordinance page, whose 'ADU Standard Plans' tile links newportbeachadu.org/adu-plans, establishing the outreach site as the city's official ADU surface.
Any other agency can adopt these plans
Cal. Gov. Code § 65852.27, added by Stats. 2023, ch. 759, amended by Stats. 2024, ch. 7 (SB 477) (§ 65852.27(a)(5)) lets any California local agency admit into its own program plans “A local agency may also admit the following accessory dwelling unit plans into the program: (A) Plans that have been developed and preapproved by the local agency. (B) Plans that have been preapproved by other agencies within the state.” A city or county without a preapproval program of its own can post City of Newport Beach’s plans as part of its own program instead of designing new ones — see the full statewide catalog for more options.
We build and maintain the program page, the plan library and the required third-party submission path for agencies that want to stand this up: $1,950 setup + $3,600/year (year one all-in $5,550).
